Destination management and public policy: bases for the commitment for change analysis in the states of Colima and Guanajuato, Mexico

The current growth of tourism demands destination management organizations (DMO) to be prepared to face changes. Thus, the present work explores the degree of commitment of these organizations as an essential element of the preparation they must achieve to face the evolution in tourism. The study was developed in the states of Colima and Guanajuato, in the Central Western region of Mexico. To fulfill the purpose, a theoretical model was designed, based on the notion of commitment to change, composed of seven categories of analysis. A qualitative methodology was used, supported by the documentary analysis of public policy instruments related to the development of tourism, in the geographical areas studied. The findings show that, although there is a broad base of public policy instruments to manage destinations, new mentalities and ways of proceeding that reflect the commitment of the managing organizations are not identified, it is not possible to move from discourse to action.
